no tortoise context menu: Windows 7 professional

Good day,

 I'm trying to figure out why I can't get any tortoisesvn context menus on
Windows 7 professional 32 bit.

 - reboot after install? yes
- tried right clicking in various folders and places? yes, no context menus
to be found
- read through community posts? yes, nothing there is helping
- gvim context menus also do not work, so this is Windows 7 related
- microsoft security essentials is installed; I disabled it and went through
the uninstall/reboot/install/reboot process (still no context menus)

 I have no idea what to even try.
