no context menu: Windows 7 professional

Good day,

I'm trying to figure out why I can't get any tortoisesvn context menus on
Windows 7 professional 32 bit.

- reboot after install? yes
- tried right clicking everywhere? yes, no context menus to be found
- "Library"? no, using regular folders
- read through community posts? yes, nothing there is helping

I have no idea what to even try. The program shows up as something that can
be un-installed. That is the only access I can find to it.
