Look at http://tortoisesvn.tigris.org/ at "Related resources" which states that "... TortoiseCVS [is] the inspiration for this project (TortoiseSVN)..."

Sure, the word "inspiration" is very ambiguous and can be interpreted as one likes. OTOH, I had sentences like "TSVN is based on TCVS", etc, though I can't find it now.

Yes, they are in another repository but in the same SVN server.

Because we didn't know it's there. We've always been exporting from a working copy and we've always been thinking that such function is only available on working copy as that's what we've been taught.
