That is a totally unwarranted and also incorrect statement. If you
would take the effort to browse even for a short while through the
replies from the TSVN developers on this list you would have found
that Stefan, Stefan^2 and he others are quite knowledgeable on the
Windows platform and the finesse of shell extensions.

Check your settings. There is an option to disable the periodic check
for updates.

To fix your issue: uninstall TSVN, reboot, install TSVN, reboot.
