External item create file with wrong timestamp

Hello!

I use external items to folder containing dll binary files (libraries and
other).
Library's timestamp is important for me.

Update operation to external folder created files with current timestamp
instead file last modification timestamp.
Update operation to source location created files with last modification
timestamp.

For example.
I have ^/Runtime folder contains borlndmm.dll library with modification
timestamp: 2002-02-01 16:00,
file commit time was : 2005-05-11 15:44:19

^/Runtime folder (WC on local disk) contains borlndmm.dll with
modification timestamp: 2002-02-01 16:00

I have project InstallShield contains external link: ^/Runtime Runtime.
Folder InstallShield/Runtime (WC on local disk) contains borlndmm.dll
library with current timestamp: 2010-05-17 13:01.
It's wrong, I expect modification timestamp.
I haved set CONFIG property use-commit-times = no.

I'd like to checkout project with external folders saving files
modification timestamp.
Files are binary or text.
