TortoiseSVN Explorer Options Not Displaying

I have installed TortoiseSVN 1.6.8 on a WinXP SP3 machine.

It connects to VisualSVN Server 2.1.2 on a Win2003 Server

In Windows Explorer on the WinXP Machine, I can right-click and do SVN
Checkout...

However, the icon overlays do not appear as discussed in 4.7.1. Icon
Overlays of the help file. Also, in the "Tortoise SVN->" menu I do not
see the Update, Check for Modifications or Commit... options.

Any help would be greatly appreciated.
