How can I make svn extensions appear for some users only?

Hi,

Just installed Tortoise for the first time on a Citrix server with
about 6 people that need to see teh extensions and about 30 who don't.
 Is it possible to configure it so that the extensions only appear for
some users?

Also, I went through a whole lot of the option and noted that I could
disable the extensions for specific folders. Is it possible to invert
this, so that I can list specific folders to enable the extensions
for?
