TSVN shell extensions will not work on Windows 7 brand new Dell Studio

I just bought a new Dell Studio, default configuration from Dell with
Windows 7. I've tried installing, reinstalling, repairing, rebooting,
holding down ctrl-shift when i run the installer, etc., and nothing
works. Originally TortoiseSVN was not even showing up in my "All
Programs" menu. I found an option in the .msi properties to "unblock"
the install file, apparently windows 7 does something to restrict
capabilities of freshly-downloaded executables and/or install files.

Anyway, now my TortoiseSVN folder shows up in all programs, but still
no shell extensions. Again, I've tried everything, the reboots,
reinstalls, repairs, etc., no luck.

Please help.
