You made only two mistakes :) :
1) you e-mailed the project owners directly instead of asking on the
proper mailing list <users_at_tortoisesvn.tigris.org>
2) you didn't search the user mailing list for your problem before
asking, otherwise you would already know the answer, because it has been
asked a trillion times in the last ten days.

The solution to your problem is to do a repair install of TortoiseSVN.

BTW we need people that help to finish the Spanish translation. Would
that be a job for you?
