Apply property recursively not working

Hi,

I'm wanting to add a svn:ignore property to all folders within a project, to
this I add it to the root folder and check the "Apply property recursively"
property. However, the property is only added to the root folder and not
sub-folders. This stopped working with 1.6.7 and is still not working in
1.6.8.
