Having problems running TortoiseProc

I just installed TortoiseSVN 1.6.8 on a comp running Windows 7 64 bit. It didn't create any clear icons, though TortoiseSVN does show up under 'uninstall programs.'
When I go to the bin directory inside Program Files/Tortoise SVN I can run TortoiseProc, and then the info window will appear. From there, I can check for updates, but if I select 'OK' it automatically closes the program.
It was my understanding that this would lead to the GUI. What's the issue here?
As an interesting aside, I can right-click and access the settings, but I can't seem to get into the GUI proper.
