svn:externals property tooltip

I find the tooltip when editing an svn:external property value useful
for reminding me of the syntax, but it makes no reference to peg
revision syntax.

So I've tried to add it. The attached rar file contains a modified
TortoiseProcENG.rc, it was based on r18925. I hope I edited the right file.
