I have seen this error before. It has been some years but I am pretty
sure it's an issue with your Apache configuration related to https. Your
virtual host for https is works with local host but not with the
external IP address. I am sure that you will find that the command line
SVN works on Linux machine (the server) and not on any remote machines.
Try the svn mail list, I am sure someone there will recognize the
problem right away.
