Can't access SVN when opening a file within an application in Windows 7

I recently got a new PC at work. My old PC ran WinXP. When I chose to open a
file from within an application (e.g. SQL Server Management Studio), the
files showed SVN icons and I could do an SVN update.

My new PC runs Windows 7 (64 bit). I installed TortoiseSVN 1.6.7, and it
works correctly in Windows Explorer. (I can see SVN icons, do an SVN update,
etc). However, when I choose to open a file from within an application, I
cannot access SVN - no SVN icons, no SVN update.

Is there something I can do to fix this?
