* When exactly does this delay happen? While the commit dialog is still
open? Or while the progress dialog is shown?
* How big is your working copy?
* do you select multiple paths to bring up the commit dialog?

If the delay is before the progress dialog shows up, then it's a virus
scanner that blocks the progress dialog from appearing because it tries
to verify/scan/mess-with the process first before it 'allows' it to show
another dialog. Have seen this with Kaspersky.
