If everything fails, read the instructions! Yes, revert is used to discard
local changes.

Firstly, the time stamp is no as relevant as you believe. It is the fact that
the pristine local copy matches the one in the repository which causes an
update to be an empty operation. Otherwise, if the repository contained a
newer version, SVN would merge those changes with your local changes.

I hope that loss wouldn't be severe but only a nuisance, otherwise I would
suggest actually versioning those files.
