Bug in SVN 1.6.7 (22-01-2010): Cannot set property: "needs-lock"

Dear Owners of TortoiseSVN,
Is it possible this version carries a bug? Course it is....

Previously I could select a file go properties, then add "needs-lock".
Since upgrading to 1.6.7 this does no longer work. I can select "needs
lock" but it won't add this to the property list and will not commit it
either.
For any project stuck with a load of M$-Documents this is a pain.

Thank you for any indication on the issue or it's fix.
