Win 7 64bit, TortoiseSVN 1.6.7, Commit selected files make commits all

Enviroment: Windows 7 ultimate 64 TortoiseSVN 1.6.7, Build 18415 - 64 Bit ,
Subversion 1.6.9,
I right click on folder and select commit. In following filelist I select
files those files to be commited but when pressing ok all files(including
the one not to be commited) get send to repisitory.

(also missing the new file icon and right click doesnt show the commit
alternative but that seems to been reported already)
