Merge and Merge Reintegrate hang

Merge operations (merge and reintegrate) hang in an indentical way with the transfer rate going to 0 bytes/s after several correctly transferred files. I am using TortoiseSVN 1.6.7 and the Visual SVN Server 2.1.1 (subversion 1.6.9, Apache 2.2.13). The operating system is XP with SP3.

I have attached a screen shot showing the issue. The program is hung and will not respond to the cancel button.
