Cannot check in because something is not a working copy?

Hi,

I'm trying to check in a bunch of files into my SVN repository but I
repeatedly get this error

'C:\Program Files\Apache Software
Foundation\Apache2.2\htdocs\easyorder\custom'
is not a working copy

However, I right clicked on the "custom" directory, selected Tortoise SVN,
and "Add to ignore list", so why is it even considering the file?
