Editing global configuration

When I try to edit my global configuration in C:\Users\roedy\AppData
\Roaming\Subversion\config with Tortoise SVN under Windows 7 64-bit I
get the following error message:

"Could not start text viewer. %1 is not a valid Win32 application."

This did not happen before. I am not sure just what relevant has
changed since.

The Config file has no extension, so I don't see how I can fix the
viewer for it. There does not appear to be a way to either configure
the name of the config file, its viewer or its extension. I poked
around in the registry looking for clues but came up empty.

What should I do to get the config file hooked up with a proper
viewer?
