Not loading property values from file

I have TortoiseSVN 1.6.7, Build 18415 - 32 Bit , 2010/01/22 17:55:06 running on Windows XP professional. Whenever I load property values from a file, property values show up in the "Add Properties" dialog, but not in the "Properties" dialog, and the property is never set. I've also tried this on two different machines (same OS and version) and got the same results. Here are the steps I take to produce the problem:

1) Right-click on a file(s) and select "Properties". The "Properties" dialog is displayed.
2) Click the "New" button for a new property on the file. The "Add Properties" dialog is displayed.
3) Select a property name, such as svn:keywords.
4) Click the "Load" button to load the property values from a file.
5) Select the file containing the property values. The property values "Date Revision" show up in the "Property value" section of the dialog.
6) Click "Ok". The property does not show up in the "Properties" dialog.

If instead of steps 4 and 5 I just type the values "Date Revision" into the "Property value" section, the property is added normally. My property value files have not changed, and this feature was working before I upgraded to 1.6.7. Is anyone else experiencing problems with this?
