No. There is no way to detect when someone tries to open a file, put
that request on hold, get a lock and then let them continue. Not
unless you want to behave like a virus scanner. I don't think that is
going to happen any time soon.

Anyway, why would you want to get a lock on a file every time you open
it? That sounds like VSS paranoia.
