SVN - Convenient way to prevent commits on projects

Is there any way to easily prevent commits on a project at a URL level?

Reason for asking: After a release, it would be nice to prevent developers
from checking in new code for X number of days in case a subsequent
release is needed. That way we would be less likely to have to work with
variants.
