4MBps DSL? I always see DSL advertised as bps (bits per second), and
never as high as 24Mbps (4MBytes/sec).

And that's Asynchronous - what's the advertised upload rate on that line?

Does the slower connection have a transparent proxy which might be
inspecting all the HTTP traffic, but can't do the same for HTTPS?
