TSVNCache not creating/saving cache file

I was looking into TSVNCache performance on my system and noticed that
the cache file that it saves was 6 months old. It was called "cache".
I looked at the current source code to double check that I understood
where the cache file should be and realized that since I am running
vista64, the cache would probably be called "cache64".

To investigate further, I deleted the old cache file and have run
TSVNCache for a couple of days, through multiple system restarts, and
no cache file has ever been created in the appropriate location.

The directory C:\Users\msamek\AppData\Local\TSVNCache appears to have
been created but it is always empty.

I am running vista 64, with the most recent client: TortoiseSVN 1.6.6,
Build 17493 - 64 Bit , 2009/10/19 20:22:18

Is there something I can do to help diagnose the problem?
