You can still use the mailing list.

And you can answer your own question by looking in {program
files}/TortoiseSVN. There you will find a set of license files for
TortoiseSVN and its sub-components. Some parts are GPL-2, some are
Apache, some are modified BSD. And yes, we know that GNU thinks these
are incompatible.

Out of interest, why do you need to know? Please reply to the mailing list.
