As suggested, I believe that if you are on 64bit Windows and install the
32bit shell extensions, you won't see the shell extensions in the default
Windows Explorer (found in the start menu). However, if you open the 32bit
Explorer, you should see the shell extensions installed.

The 32bit explorer can be opened from: C:\Windows\SysWOW64\explorer.exe

The solution is still to reinstall with the 64bit TSVN, but that is one way
to help determine the source of your issue.
