RE: TortoiseSVN Command line /path issue

If you use the svn cli it will create the .svn folders also. Just make sure that you use the same major.minor version of svn.exe as your users will use iteractivly. So, if you are using Tortoise 1.6.x make sure to use svn.exe 1.6.x.
