After some more working on the system the directory suddenly lost the
TortoiseSVN special folder icon (possibly after an update) and
appeared it was never updated to the repository. I have successfully
added this directory to the repository and subsequently exported the
project again and the FOLDER DOES COPY. Somehow I confused the system
possibly by copying a folder with the file system and not deleting
the .svn directory copied so TortoiseSVN got fooled by me into
believing the folder was part of the Repository when it was not. This
appears to be a user error and this can be closed in my opinion.
