Install successful but no context menu items

Installed the 1.6.1.16129-win32 version of TortoiseSVN on a new system. The install completed normally and prompted to reboot. After rebooting, there are no new items in Windows Explorer's right-click context menu.
I'm running Windows XP Pro SP2 (32-bit). My user account is part of the Administrators group and has full access. I had no trouble installing the same version of TortoiseSVN on a different system. One other application (Textpad) has been able to register a new context menu item on this system. Subversion is not installed on this system (it's on a seperate server). My registry contains a key for HKEY_CLASSES_ROOT\*\shellex\ContextMenuHandlers\TortoiseSVN.
I can open the settings dialog from the Start menu, but that doesn't help. I've tried uninstalling and doing the installation over again, but same thing.

My co-workers and tech support team have not seen this problem before, and have no suggestions for me. So I'm hoping someone on this mailing list can offer some help.
