checkout ignore non-accessible repositories (svn:externals)

Hi,
I was searching groups and web, but I can't figure out what I do
wrong. It has been working for me (before now).

I want to checkout a trunk which has some svn:externals:

newseman/trunk
   src
   utils
   Property svn:externals set to
      * data
      * distribution
      * docs
      * editra
      * editra/.Editra

data, distribution and docs are not accessible from this computer (and
it is meant to be non-accessible), but editra and editra/.Editra are
accessible

It was working for me before (somehow) that non-accessible locations
were simple ignored and the accessible were checked-out

But now, tsvn stops with the first error it encounters:

C:\tmp\rcarepo\newseman\trunk\data
Unable to open an ra_local session to URL
Unable to open repository 'file:///c:/dev/svn_repository/rcasecure/
newseman/trunk/data'
Finished!

Is it impossible what I want to do?
