Locked files visible as checked on changes made list (commit)

When I have "normal", unchanged files in repo then on Commit form on list "changes made" is message that is nothing to commit.

But if I lock files in repo, then on Commit form files are always visible as checked on list "changes made". Even when file wasn't changed.

In this situation "compare with base" from local menu not working, sorry, working as execute file with default program.

Execution of commit of course don't change anything in repo, and with next commit files are checked.

Is it normal behavior?
