I get redirected to
https://sourceforge.net/projects/tortoisesvn/files/Application%20x64/1.6.6/TortoiseSVN-1.6.6.17493-x64-svn-1.6.6.msi/download
and
https://sourceforge.net/projects/tortoisesvn/files/Application%20x64/1.6.6/TortoiseSVN-1.6.6.17493-x64-svn-1.6.6.msi/download

and both work fine, I'll get to download the msi file.

Maybe your default download mirror doesn't have the files yet?
