I had something extremely similar to this the other day. I *think* what
worked finally was:
 
 - delete it directly in the repobrowser

Thanks. I was unwilling to delete it from the repo-browser since I
didn't want to lose our revision history. Since it appeared that the
repository was ok and the working copies were ok, I simply copied off
the whole directory (just in case) and deleted all the .svn directories.
I was then able to do a check-out again and I just copied any files that
had been modified back into the directory. The only fallout is that the
developers lost any locks they might have had and our revision numbers
went up a bit.
I'm back in action but have *no* idea why it happened.
