First make sure that the msi file is valid and not corrupted by checking
the digital signature:
http://tortoisesvn.net/msiverify

The HRESULT 0x80070424 means "ERROR_SERVICE_DOES_NOT_EXIST" which means
you have deactivated a required service. My guess would be that you've
deactivated either the installer service or the BITS (background
intelligent transfer service).
