SVN Overlays Not Working

My team has had some trouble with overlay icon consistency. At every
update we notice a lot of lag in the overlay icons- sometimes they
from normal to modified or other, sometimes they don't. Doing a
refresh works at times, but most often not at all. I recently checked
out a project into a new personal workarea and the overlay icons
always show normal (or nothing if a new folder has been created)
whether modifications in the project have been made or not. I tried
and un-install/re-install but still no fix. Any ideas?
