I have also started experiencing the same problem when installing tortoiseSVN on my vista64, i have tried to find a solution elsewhere with no success.

Tried disabling every thing and trying, and when i say everything i mean even everything in startup.

I managed to create a log, hope this helps.

The install stops at Publishing product information close to the end.
