Create a new repo.
Check out a Working Copy.
Create your "trunk", "branches", and "tags" folders inside the folder
that contains the WC.
Select those new folders and Add them. [0]
Commit your changes. [1]
You will now have a WC that points to the root of your repo. You can
Switch your WC to your trunk if you like. [2]
