Right-button drag of added file offers no TSVN actions

I added a new file to my working copy using right-drag and "SVN Copy and rename versioned item here". Then I changed my mind and wanted to move it to a new subdirectory (before committing). I can do this with the command line client:

   svn move dir0\name.cpp dir1\name.cpp

But when I tried to do so with TortoiseSVN by using right-button drag in Windows Explorer, I was not offered the familiar "SVN Move versioned item(s) here" menu entries. I think I should be.

TortoiseSVN 1.6.4, Build 16808 - 32 Bit , 2009/08/06 07:26:35; Windows XP SP3.
