single file externals

I set properties in working copy with svn:externals as
client http://url to repos/client
it works fine
but when I change to single files
TSVN always show error when I update file externals
I don't understand the document say what is the limitiation of single
file
I had checkout everything in my working copy and I set the file from
the same repos
and what should I check next?
