OK, I understand now.

Are there any real changes in the file (Try using FC/B on the command
line). If not then there is nothing to commit.

Is the file timestamp and size the same? If so then Subversion will
not check the content. Some applications change a file and then revert
the timestamp. Subversion cannot work with those apps.
