I'm having the exact same problem on both Windows XP and now Windows 7. I'm using TortoiseSVN 1.6.4, Build 16808 - 32 Bit. One issue I'm having with Windows 7 is that it's not easy to turn the zip folders off.
1.6 has been frustratingly unreliable for me. After a commit, I have to dig into folders and hit refresh a couple of times before the overlays update.
