Are messages to the effect of "TSVN wishes to access the Internet" from
your firewall software causing you to hold this opinion? If so, TSVN
accesses the internet to check for updates and whenever you access an
SVN repo that's hosted over the Internet.

If you're working with TSVN 1.6.3 or later, you can follow the
instructions at http://tortoisesvn.net/msiverify to verify that the
installer that you downloaded has not been tampered with. If the
installer is valid, then you haven't downloaded and installed a virus.
