While I don't know the answer(s) to your question(s), you might check
out the postings of the last 5-6 days on the subject of TSVN overlays...
while I believe another poster has issues with 1.6.4 on Win 7, my own
experiences with 1.6.4 on Win 7 x64 are quite good - and it appears to
be still available at

OTOH, as detailed in my [so far uncommented] post from 2 days ago, 1.6.5
on Win 7 x64 does not have working overlays (for me, anyway).
