tsvn:logsummary is not automatically added for sub-folders

I was wondering why tsvn:logsummary property is not automatically set on sub-folders created in WC.

The simplest scenario to check this:

1) create new empty repository 'testrepo'

2) checkout 'testrepo' to WC

3) Set tsvn:logsummary property on WC root folder using TSVN context menu:
TortoiseSVN->SVN Properties; then click New button and set wharever value

4) create empty folder 'testfolder' in WC

5) Add 'testfolder' to versioned items using TSVN context menu TortoiseSVN->SVN Add...

6) Now display the list of SVN properties set on 'testfolder' using TSVN context menu:
TortoiseSVN->SVN Properties

The tsvn:logsummary will not be automatically set on 'testfolder' (in contrast with other tsvn:xxxx properties)

I suspect that this is a bug though may there was a reason for such behaviour.

Right niow I'm using TortoiseSVN 1.6.5, Build 16974 - 32 Bit , 2009/08/20 08:13:46, though older versions did have the same problem (at least 1.6.x series)
