I am also using TSVN (r16664) on Win7 x64... and I just did a pair of
Commits. While I only waited about 30 seconds, there was no auto update
of the overlays in the Explorer view.

However, merely switching directories and switching back to the WC
directory WAS enough to prod the overlays into being updated - including
both right and left Explorer panes - so I am sure F5 would also have
worked for me.

While I have similar exclude/include settings, I have NO drive types
checked.
