BUG REPORT: TortoiseProc command line import won't use URL

I can't use the command line interface to TortoiseProc for the import
command because it does not populate the URL pick list with the URL I pass
in (it is a local file:/// url). I tried the checkout command with the
exact same parameter list (just changed 'import' to 'checkout') and the
parameters were used properly in the dialog.
