Some files don't lend themselves to merging, like e.g. wordprocessor documents
or bitmaps, so for them a sensible default is to require locking. I'm not
sure current TSVN sets this default, the older version I initially installed
didn't.

Anyhow, the SVN property 'svn:needs-lock' governs whether a lock is mandatory
or not. You can set or reset this property on a per-file base as you want.
