Please get a nightly build from here:
http://nightlybuilds.tortoisesvn.net/1.6.x/
(or wait until tomorrow for the next trunk nightly build).

Then, after installing the nightly build, create the registry key
HKCU\Software\TortoiseSVN\Debug
as a DWORD value and set that value to something else than 0
(this also forces TortoiseProc to show a dialog for every command
showing the command line parameters it was started with, but that's not
what we're after here).

Then, get the Debug View tool from here:

Next step: kill the TSVNCache.exe process so it restarts again (and
reads the Debug registry key).

Now you should see a lot of messages in the debug view tool coming from
the TSVNCache process. Once you get the cache to behave badly (i.e.,
using up all CPU), start logging those debug messages to a file. Leave
it running for a while, then zip the log file and send it to me.

Maybe I can find out this way what's going on and how to fix it.
